Bug Drugged-up Gunner isn't with Ophelia

I am at the part of Ophelia's questline where she sends the drugged-up Gunner back to the Gunner camp. When I arrive at Ophelia's location, the enslaved Gunner is simply not there. I delivered him to her and watched her leave with him (though I did not follow them and opted to go to the location later). When I meet up with Ophelia, she talks about drugging him and sending him to the Gunners and tells me to "wait for it" but nothing happens. I have tried this several times with the same result.

Is it possible that the enslaved gunner was killed on the way there? I have had a lot of gunner attacks on my HQ and it is possible that there could have been one as she was leaving with him and he got caught in the crossfire. My game is currently saved at a point where she has already left but I have not met up with her at the location, in case there is a fix. I have no save point from prior to her leaving with the enslaved gunner.
 
No, he's marked as essential so that he can't be killed. What's especially odd about that, is Ophelia is set to follow him...

Did you fast travel toward the map marker for the quest?

Try this console command:

sqv kgconq_headlessgunman

This will dump all of the information for the quest, use the Page Up key on your keyboard and look for the entry EnslavedGunner. Next to it will be an 8 digit hex ID that will probably say Actor right before it.

Run player.moveto XXXXXXXX, replacing the X's with that hex ID. That will show you where he ended up. You can also just stand next to Ophelia and run this command to move the Gunner into position so that the scene can complete:

prid XXXXXXXX; moveto player (again, replacing the X's with the hex ID you found).
 
I ran this console command and I am guessing "REF 'EnslavedGunner'" should not say NONE. I'm not sure at all how that could have happened. Here are screenshots from the console (w/ F4SE Better Console):

The closest map marker to it that I have is Jamaica Plain, so I've been traveling from there.

Yeah - the Gunner not being in the alias is very strange... The only way that gets cleared is if you personally kill that Gunner before the point where he wanders off with Ophelia.

You said you have a save from when she left, is she still walking in that save? Ie. could you follow her to get to the gunner and click on him in console and run the sv command to see what's up?

If not, you can try setstage kgconq_headlessgunman 90 to see if that progresses things.

She is already at the location in the earliest save. I used the setstage command to complete the quest and received the explosive collar and after speaking with her twice, got Ophelia to return to my HQ. She is allowing me to get more collars and bombs in exchange for the mats so I think she is functioning correctly. I think that whatever is supposed to happen next in the questline is bugged, since nothing else has happened, and that there is an uncommandable "Raider Recruit" standing in front of the workbench that the game says "is busy" if I try to speak with him. The only other dialogue I have received from Jammer was acknowledgement of conquering every settlement. I'm not sure what quests were supposed to happen after the gunner bomb, but I don't think they are happening. I never received the flag for the gang if that is in the game yet. Every settlement I took was an outpost or outpost with captives so I've been wondering if there was anything that was supposed to trigger from having vassals.

I do have a hunch on how he could have died. I've been having issues with slaves that I have captured turning hostile in my settlement and getting killed, but only for slaves that were originally from a hostile faction, and it happens only after fast traveling to the settlement. It has happened with other gunners, children of atom, or hostile raiders that I have snuck up on and collared. It hasn't happened with any captured settlers, enslaved generic NPCs that were non-hostile, or guards from Diamond City or Goodneighbor that I can sometimes enslave (and I'm not hostile to those towns). I'm guessing that if there have been no similar error reports that it's probably a mod conflict. I am running a mod with a similar feature called "Abduction Lite" which uses a different mechanism for making slaves but maybe there is still some part of it that could cause incompatibility.
 
I have the same issue where the Gunner disappears, but i dont have any other mod, that is conflicting.
