Old Post Quest line?

When and how am I ever to meet this Ophelia? Is it triggered after so many settlements are captured? Not looking to spoil people’s game but I been playing for awhile and still haven’t gotten anything from Jammer other then pillage , slaver and outpost missions.

If you are in cahoots with Jammer go out and take over more settlements with one of each type. Head back to where Jammer is located each time to hear new cool dialogue and such. Each new settlement under your sway has something for you. It won't take long.
