Reinstalled Fo4 now that Conqueror's out. Really impressed watching this mod evolve!

Anyway, I've played a few hundred hours before, did the Industrial tech tree, etc. This time, I'm letting SS hit me with everything - realistic build times, maintenance, the lot.

So the problem is, I can't get Sanctuary off the ground. Mama Murphy is no longer assignable (sits in her chair getting high every day), and there's another body in the settlement count - might be Codsworth or Preston, neither of which are assignable (Preston no option, Codsworth's my companion). So it's the Longs, Sturges, and a random bod I snuck in with a quick beacon; yet population 6.

The 4 workers have res 1 plots, the Longs farm agr 1s, and Sturges grows vanilla. 10 food... and yet the HUD is only half-full (?). I checked all the plots, none have food costs, so shouldn't it be solid green?

The next problem is maintenance. No generators. The bod works Brae's tower providing 9 defence, but that's no where near enough to fill the bar. I've built some turrets... but the maintenance is punishing. Is it really meant to be this prohibitive at the start of the game? Or have I missed a trick?

EDIT: now the meter's going really crazy =D It's completely empty, I can only make the little maintenance star move up and down. Also walking around, I enter spots where the "Recruitment Beacon was found" appears - except it's stashed inside the workshop!

You just need to give more donations to your city planners desk. Food, water, alcohol and scrap will get you to level 1 fast.
 
Turns out it was a bug with the HUD piece. Reinstalling the latest update partially fixed the issue.

Water still penalizes defence too much, but Kinggath acknowledged that in his LP.
 
When I initially set up sanctuary, I got very familiar with the spring traps. They fill gaps and raise defense and don't have maintenance costs.
