No Response Am I missing Something?

Hi all,
So I've downloaded my Sim Settlements for the first time. All seems good. I watch the tutorial videos, learn how the settlements work. Everything ticks along nicely. I build power, water, defences. Everything is good.

But then I realise something. I've assigned my settlers, every single need is being met. But nothing is levelling up. Nothing is changing. Even after being left for five or six in-game days. When consulting the individual house plaques, it tells me that they're still at -1 power and defence; even though they're literally hooked up to a power wire and surrounded by turrets.

Is this a glitch or am I missing something?

Two things it could be I can think of: Residential requires a certain amount of happiness and for there to be a certain number of resource plots at least a bit upgraded. I don't know specific numbers though.

That -1 just shows it's consumption.

Hooked up to power wire, have you hooked them up? as you shouldn't unless building polts yourself?

Are you using City Pans or build it yourself? as the answers will be slightly different
