Stop all auto plot placement in city plans?

Last time i played was before the Rise of the Commenwealth update so forgive my lack of knowledge.

If you use the City plans it seems to lay out plots at specific locations automaticly. Is there a way to stop the mayor from placing any plots? I want to have full controll and want to place them all myself but i would also like to use city plans and the city upgrade system. Is there a way disable the autoplotplacement?

The holotape seems to have options for how the plots are selected (designed/random) but if there is a way to disable the placement all together then i cant seem to find it.
 
Ok, City plans are exactly that, an entire city plan, all placement done for you. The two options you can choose, is
1) Random plots
or
2) Designers choice,
theidea is for those who want to just wander around and let the settlements do their own thing.

If you want to place them all yourselves, then don't use city plans (No Desk - Major), just built the city yourself.

You build your foundations and place the type of plots where you want, build a recruitment beacon and as they turn up they will get assigned and starting building the plots.

After you lay, lets say a residentual foundation, you can use the asam sensor to pick a type of plot from the list you have available. When a settler turns up, he/she will build that plot when assigned (automatically to it - If set in holotape) to it.

The plots will still upgrade over time Lvl 1-Lvl 2- Lvl 3 and you can still assign a Major to the city once fully upgraded to use their perks, howvere been a while for me, so I might be slightly wrong on that.

You can always change the plots that are built as well using the ASAM sensors to customize the look of the settlement. Using all the great add on packs can really change the feel of the cities to how you'd like.
 
Yes of cause i can go around and delet/change plots but this can be quite time consuming considering the citys can be quite big and the plots are not always easy to find. I would have prefered it if i could just do all the placement of the plots myself.

The city itself with all the buildings the clutter and extra stuff all around are awesome and i could never build something like this. I would have just liked to to do all the plot placement myself - but if this option does not exist i will have to live with it.
 
It sounds like you are after just the floor plans, so my suggestion would be to let the city build to level 3, take the city back, then go round and change the plots to ones of your choosing. Also you can then choose to add new parts if you want. The reason I have to say Level 3 is that not all of the base areas may be built till then.

Yes you may have to find the plots, but then at the same time, you are exploring
your new city anyway.

There are a lot of great mods out there and maybe your right, but then if you don't try, how do you know?

I always build on a couple of places myself and came up with some that even surprised myself, considering I am the most un-creative person to have lived in this universe :)
