I know IDEK has that plot already but i still think it can be done in a more balanced why and with a new idea.
Now you don't have access to the plot right away. You have to unlock it via bunker hill. Not requiring it just doing the quest to unlock the Trade caravan post. Once you unlock that you get a plot plan.
Level 1: is the trade caravan post.
Level 2: Chance to have one of the named traders show up so you can recruit them (rare rare chance to avoid unbalancedness)
Level 3: Now its connected to a trade network and auto caravans between the settlements.
What i like about IDEK is that it does streamline the provisioner thing since i have encountered lots of problems with the vanilla provisioner myself. But as stated having access to it so early does feel like it undermines things so i still use IDEK but later in the game to pace myself. I only use it once i unlock the Trade caravan Post. Only feels logical.
