Can I scrap clutter at ROTC settlements?

So after a L0 foundation setup runs, there's usually quite a lot of scrap-able items left around (trees, signs, furniture, tires etc.). Will settlement level upgrades need to use those items (say for raw materials) or are they safe to scrap? I'd like to scrap everything and donate it to help the settlement along. Is that safe?
 
Advice previously here on these forums is to wait until level3 comes around, since you don't know what scrap might actually be incorporated into the plan. Of course, as long you don't have any scrap mods or precombine breaking mods you will be able to refresh the city and put back any vanilla scrap that you took away that the city plan designers didn't. With such mods you still have that option but no guarantee that all scrap will be put back.
 
So even the clutter around the perimeter may get used somehow? I'm not talking about stuff right in the middle of the foundation build. But there's often a lot of materials there that could be put to use.

Settlement builders may incorporate some of it into their build. Like, I think the sanctuary build that came with ROTC doesn't scrap the ruined houses and instead uses them as a sort of foundation to build on top of. I'm like 90% sure that it does that for at least some of them. So if you go in behind it and scrap the ruined house, then suddenly when level 2 or 3 builds stuff looks like it's floating in the air because the ruined house it was "sitting on" is gone.
 
I just remembered that I have Settlements Extended installed. I'd imaging that anything in the added space should be safe. ROTC wouldn't rely on any of that stuff, right?
 
I don't think it would, as long as you know where the added zones are. I don't trust my memory enough for that. :)
 
there are some places we built outside of the vanilla boarders.... but for the most part, it's probably safe... if there is a sudden hole in something because its missing what was there.... I disavow any knowledge of this conversation! hah
 
To ruined's point, I used a scrapping mod, and accidentally scrapped a hole in the world in Sanctuary. I kept having settlers fall in and wander around under the ground. When I lost Preston that way, I just uninstalled the mod and restarted my game. Now I don't have any scrapping mods and will live within my limitations.
