No maintenance costs for what would seem obvious lots?

Martial plots, power plots, water plots.
I only have a few of them laid down, but none have costs involved in them. Is that intentional? Or is it something the creators would have to incorporate?

Just seems pointless to only have the beginning of a settlement a challenge.

Or am I missing something? I'm just thinking things like martial, power and water plots are the settlements leaders responsibility, and should have a cost involved with upkeep.

The maintenance system was actually set up with two purposes - to balance the tax income and to provide an incentive to set up Sim-plots in place of turret and generator spamming. The idea is that things that cost fuel or ammunition will cost you maintenance, but the settler assigned to the Sim-plot provides the maintenance for you (so no added costs for the plots).

Well now I got something else confusing me about costs.

Took the castle, laid down a power plot, connected the 3 laser turrets and have no cost involved with the turrets. ?? If I lay down additional turrets there are costs involved with those, but not the original 3.

Is this just a freaky freak, or just because I didn't build them?
