what happens if I take back control?

some of the leaders I have assigned are yet to give me their perks. if I take back control of a city for the time it takes me to get them to admire me, will the settlement burst into flames fall over and sink into the swamp?
 
Yes, its safe to take back leaders
The settlement won't upgrade without them but new settlers will still arrive, can be assigned etc
Once the settlement is level 3 no need for a leader at all
 
oh? I am glad to know that. that makes things a lot easier. all my settlements are level three. the 100% scrap gathered in supply management, fooled me into thinking there is a level four haha!

yes! but the fourth one will stay up! (however your guard settlers will be stupid!)

Do you still need a Leader if new Settlers are incoming or is Level 3 bound to max plots aka max settlers for this settlement, making leader obsolete?
 
Just be aware that once you take back a leader , even if you try to put him or anyone else back in charge of that settlement, the settlement will then be level 0 no matter what, even if you don't accept the "tear everything down" option and its previous level was level 3. Just saying cause I tried that, I just don't know how the city upgrades afterwards tho.
 
I'm afraid that that isn't completely correct NOBODY.

If the leader/companion is pulled away from the settlement, either by a quest calling them away, or that the player talks to them and take them on as active companions again, the city build freezes at the level it's at. Later you can reappoint the same or another leader and the built will proceed from where it left off. Even if it's leaderless, the settlement remains within the RotC system.

However. If you select to "take over the city", you're terminating the auto build. You're removing if from RotC and the city will from that work as a normal Sim Settlement. Assigning a leader after doing that, reengaging the RotC system for that settlement, the city build will start over from level 0.
 
I am going to attempt a three phase leader swap today. I'm going to put Old longfellow in charge at Nordhagen which will free up Curie. I will put her in charge at Abernathy as I want to try Preston at Sanctuary when I reset it.

No [not yet]. There was/is an idea of Kinggath's that the leader would have different traits, that impacted the settlement. Thus it would be meaningful to leave them on as leaders even after reaching the 3rd build stage. This was cut before the launch of Sim Settlements 3.0.
Might surface again. However, Kinggath has many many many many ideas. And the community keeps coming up with additional ones. There's no fixed plan. We'll all have to wait and see.
