There´s no way to do that. There´s an option for SS notifications to be pop ups instead of the regular ones. They appear in the middle of the screen and you have to close them. They are more intrusive but you don´t miss any notification
I assume F4SE could override the notification time, but there is currently no option in the base game to change the amount of time the notifications in the upper left show up on screen.

Doesnt SS require F4SE? , and if so would it be possible to have this option in the future?...personally it just bothers me sometimes I can't read SS notifications. ;O
