Any recommendations for build limits?

I'm running Workshop+, F4SE, Baka, etc, and the game has been very stable on this playthrough. I'm starting to hit max-build on settlements, and have tried to keep myself at 200% or under (I'm not building anything at Red Rocket, and I've capped Sanctuary Hills and Abernathy Farm for safety's sake).

Am I aiming too low, though? What's the most you've cranked a settlement up to? I have this silly project going on at Nuka Rocket, and it would really SHINE at 500% of the vanilla build limit, but will it also become a CTD factory? Any recommendations?
 
Between @GavMan and myself, I think we have pushed most settlements to the max.
For me, I always build like this the base build budget for the settlement is my level 0. Then 100% for level 1 and again another 100% for level 2 and finally a further 100% for level 3. I also never stay within the bounds of the settlement I will go outside to better sit my city plan into the area. This will often take a lot of your build budget. So I will add where I need it when I need it.

This is the infrastructure picture. Domestic stairs and halls connect atrium layers, ensuring that power will flow to every layer. Six stories high, with a seventh at the center, and sort of a half-basement under the structure.

Seven foundations long (not including the stairs), and four foundations wide.

The doors will eventually lead to Common, Quarters, Nursery, Clinic, or Security rooms (using doorway-to-doorway connections for power flow). Each room is some variation of a 2x3 foundation size, allowing me to put two SS2 interior plots in each one.

And here's a progress shot. Atrium is complete, I've created an Overseer's lair at the top, and a long stairwell entrance which hits above the first two layers, letting residents enter without having to navigate around the nuclear power plant. :)
 
Seen from the west side, the residential pods have been built. With SS2 interior plots, the settlement currently sleeps 18. Commercial/Industrial/Municipal pods and plots haven't been built yet. Those go on the east side.

Starting to put people in it. An Agility-savant arrived from my training settlement, and lo! I have hi-tech defenses!

Right now WS+ says the limit is 400%, and I haven't quite hit the half-way mark. I should be able to finish this out without pushing the limit up further.
 
Right now the biggest problem (and it will only get worse) is that the settlement's actors render long before the settlement's structure does.

Fortunately, I planned for this by keeping the structure a full foundation's height above the ground. When I finally finish fast-traveling in, everyone is standing beneath the vault atrium, rather than being stuck in foundations. Then I take a few deep breaths (waiting for scripts to finish, just in case) and use the Town Gavel to send everyone back to work.
