Issue with Hunt for Grizzly

When I find Grizzly and beat him he'll give me the dialogue but it won't trigger an actual conversation and he sits with the gun still in his hand. Also, when I touch him while crouching it has a weird notification that Grizzly has already caught me? Anyone know a work around?
 
I had that issue, I reload and approached him without followers with me and it worked. Seems their idle dialogue would stop the conversation from continuing. Just tell them to wait somewhere before getting near him.

How? you cant walk up to him and just start talking to him, he starts shooting at you when you start to get close to him.
 
Posting from 2024, still having the same issue. Any advice how to work this around?
EDIT: I went up to the guy unarmed and punched his face, then the dialogue worked. Is it supposed to work like that?

This is a reported issue that hasn't been worked on yet by the devs.
To talk to Grizzly, he needs to be "downed", so yes, that is working as intended.
But what happens if you are using a weapon that causes bleeding or damage that repeats every few seconds, he won't talk to you. Then the dialogue can also repeat when the damage over time stops ticking.
Punching him till he's downed is a good way to avoid the repeating damage over time issue.
Some of the Concord quests are on a plan to rework -- Caleb's quests are included in that rework. Sorry no ETA
