Bug with scrapping/rebuilding layout on HUD

Hey everyone!
I was having serious problems with my Somerville place settlement (no matter what I did, nobody was happy, even though there were enough plots for food and whatnot people were assigned stupidly for some reason), so I ended up scrapping and restarting the city plan. However, for the rest of the night the HUD said "REBUILDING... 51%" even though it gave me a short popup at one point saying it was done. So, I quit for the night and now my HUD has that weird message you see on the top right of the screen. I am wondering how the heck do I get rid of it?

For future reference I found it best when manipulating importing/exporting to sit at the edge of the settlement facing away from it.
(If using Place Everywhere turn off workshop timer with F5 and step ten feet outside settlement.)

I had a settlement that went from like a 5 minute import to a 30 second import doing this. I guess not having to draw things or dismantle item by item speeds it up.
