Old Post SS RotC City Upgrade Crash

I've been playing a lot of this mod recently using RotC's features in nearly every settlement I've discovered. When Sanctuary had received the option to upgrade to a level 1 city, I manually activate the upgrade and after a few moments the game CTDs and this happens every attempt I make. I tried using cinema mode or going really far away and automatically upgrading the city; none of these things worked. I feel like this is a performance problem for my pc specs, but I just wanted to be sure if there was anything I could do. My game settings are at the very minimum and so are the mod performance settings. So I'd love to know if I can do anything to prevent the crashing.

Have you added more plots to Sanctuary or are you sticking to the city plan?
If you added anything extra you'll have to scrap them.
Are you using complex city plans? They would be a separate download.
If so you will need to go back to the normal plans.

Your loadorder is very short and there's nothing there that stands out to me as problematic, so you should be able upgrade without crashing.

Thank you so much. After editing the file and scrapping the few things I placed the entire settlement upgraded . Out of interest, can I place plots safely without preventing upgrades from happening? Many thanks again.
 
With your PC specs adding extra plots/items to a city plans is going to cause you problems, you are going to have to stick to the plans or hand build settlements yourself.
