Not a bug Conquer not starting

Just as it says, I can't get the mod to start. There's no start-up menu after character creation, the raider quest-giver does appear but only has generic dialogue, and the other raiders are trying to kill him down the street from the museum, which didn't strike me as intentional. I tried reinstalling Workshop Framework, SS Three-in-One, and Conquerer, to no avail. Any ideas?
 
Try placing WorkshopFramework above sim settlements in your load order.

Yeah. Same thing every time. I also just found out I can't get into the room where the Concord survivors are. The door stays locked even though the game acknowledges I killed all the raiders.

UPDATE: Running the city manager holotape also doesn't do anything. It just keeps giving me the option to "pack up desk".

UPDATE 2: The door to the Concord survivors opened after exiting the museum and coming back inside

After turning it off, the holotape still couldn't get past the "searching for pip-boy" screen, with the bottom options switching between "OK" and "Pack up desk" like before. Re-enabling the mod did get the start-up menu to appear, but the holotape still didn't change.

UPDATE: Jammer also appeared and gave me the quest after killing the deathclaw

Do you have HUD framework installed/enabled? I had this same problem just the other night. Holotape would not run correctly till I enabled HUD framework.
 
Ok with the holotape not working
try going to any terminal and play with that for a min or so then try the holotape again.
 
try installing HUDFramework again and see it that helps? You can remove it after if it works.

There has been some success of getting the holotape to work with that installed again.
 
If the holotape doesn't load, this means you are missing script files, or another mod is overwriting some scripts from Sim Settlements. Solution would be to re-install Sim Settlements, then if that doesn't work, then you have a mod conflict to solve.
