Old Post Upgrading Cities

What are the exact parameters of upgrading a city? I know that there's a time component to it but I've been sitting at 100% scrap collected, percent to next level is also at 100% and some settlements have had 100% happiness for several days now and I've only ever had one city upgrade.

I set SS up to allow cities to be built without leaders and the only city to have had the upgrade was one that I had a leader assigned and since I've relieved them from the position, that settlement (Tenpines, if it matters) hasn't had any more city upgrades.

Is the part of the Leader Required setting not working properly? Because the city does initially get built, I just haven't been able to upgrade beyond lv. 0 despite having met all the requirements to upgrade, at least what I assume I need to have a city upgrade.
 
Do you have it set for manual upgrade?
 
Nah, I have it set to automatic upgrades. The only upgrades I have set to manual are Advanced Plots.

Actually thought I'd test it out as I posted this thread by having a leader for one of my settlements that looked ready to be upgraded but wasn't transitioning to the next level and just now got the notification that it finished calculating the improvements as of this reply.

Gonna try out another settlement and assigning a new leader to see if it levels it up as well but for now it seems like there may be something to the Leader Required setting that isn't functioning fully. While building the initial city is possible without a leader, upgrading it seems to still require one.

[EDIT] - There definitely seems to be something to it, the second settlement I assigned a leader to immediately went into upgrade mode.

Try placing WorkshopFramework above simsettlements.
 
Doesn't seem to have any effect, after several hours of playtime I've still needed to assign a leader since reordering.
