This is a Transfer Settlement Bug, but I'm posting it here for those that might have the issue and think it's a SS bug.
If the powers greater than I wish this moved, relabeled or set on fire.. feel free! :)
Bug: Part 1 of 2:
TS will cause the SS HUD not to update position or stats correctly upon the first loading of the City Manager holotape.
(workaround: quick save and load will force the SS HUD to update and will function correctly for the rest of the play through.)
Bug: Part 2 of 2:
TS also causes the SS HUD and the vanilla compass to be displayed while the Pipboy is open.
(workaround: open and close the game menu "Esc" while the Pipboy is open will make them not display. But will return the next time the Pipboy is opened. So obviously.. a very temporary fix, and not really worth messing with.)

I've just started using Transfer Settlements and on some saves but not others get a "Warning:HUDFrame Not Ready" message repeatedly and the HUD doesn't come up at all. Might this be related?
 
Make sure HUDFramework.esm is very high in your load order. It needs the chance to load before another mod starts requesting it's services.

Also, allowing the game to sit a few minutes then save/exit/load will help. Some saves have a lot of stuff going on (script wise) and need time to settle down.

Lots of scripts could be the problem. All the ones with a problem are settlement saves whilst my normal playing save where I've done hardly any building the HUD works fine.
 
Edit: Found a save game file from less than 3 hours ago that was good to go. Yay!
Pro tip for newbs like me: ALL the save game files are located C:\Users\<your name>\Documents\My Games\Fallout4\Saves
Sort by date stamp, find the one you want, then use the console to loadgame <paste the name in here>

The pip boy not appearing happened to me today while building for the City Plan contest. I've tried letting the game run for a while then exiting and restarting, tabbing in and out of the pip boy...
I didn't really pay attention to the issue at first so I just kept working. But now it looks like I've lost about 10 hours of work and have to revert back to freshly scrapped save. Silly me was using the same save file over and over again.
I have a sad.
