Same issue here .
Just starting a new playthrough as a test . Jake appears as normal , you place the first 2x2 residential plot , no Asam shows , Jake just wanders around saying place it anywhere .

Found out by looking at all the mods for this mod that for the workshop framework kinggath says that the 2.2.1 is bugged and you should use 2.2.0 until its hotfixed so i downgraded and that fixed that issue.

Will workshop framework 2.2.0 work with Sim settlements to 2.1.3?
 
I am also crashing when I try to enter GNN HQ. If I roll Sim Settlements 2 - Chapter 2 back to 2.1.2 I can enter HQ just fine.

Just that texture mod - it has a texture used in HQ that is corrupt.

If you are crashing and not using PhyOp, you'll want to install Buffout 4 and post your crash log so we can determine what the issue is.
 
if you’re looking for good textures with minimal performance issues
Luxor’s is the way to go it replaces all the base and dlc textures is better performance then the HD dlc texture pack and looks good for a base layer of textures. And is packaged in ba2’s so it’s a direct replacement to the texture packs of the base game.

Hopefully I did this right, I am not familiar with Buffout or anything like that. Thank you for your continued great work, SS2 is amazing.

I don't have that mod, I use Luxor's HD and I'm crashing when entering HQ
Here's my load order and crash log
This has nothing to do with textures looking through your plugins ( relatively quickly ) you have more then a couple mods that may be causing this.
1. high poly faces will interfere with the face gens on ss2
2. Prp esm loaded right in the middle of wsfw and ss2 load it after them so it’s unnofical patch wsfw ss2 then prp and other esm
3. Anything that makes changes to the workshop system will potentially cause crashes

gonna try to take a quickish look at the report and see if anything I’ve come across is in there.

fyi high poly faces only affects the player character and is optionally available for companions. there is no toggle to make npcs have high poly so it's not going to be a problem with facegen.

forgot how to do a spoiler for a second either way this is the crash log reader spitting out what's going on with your crash log you posted neat tool makes these a lot easier to read.

thinking the 90% less beta face file then i know i had a problem with one of them causing black face with old Paul and Hubert specifically i was using the hipoly face and 90% less beta face sculpting removed both and they were fine.

You have a very good modification but the game often crashes especially when there are a lot of buildings in the nearest locations.How can I minimize the number of game crashes?

ok are you building settlements in each of the following locations Sanctuary hills, Abernathy farm & Red Rocket truck stop if you are building there that is the cause to why you are crashing the base game CAN NOT handle these 3 spots being used as settlement at the same time
