Vanilla Turrets, Generators and Pumps breaking down without Operating Cost

TL:DR

I have all operating costs disabled. Even in new settlements vanilla generators, turrets and water pumps randomly break down and there still seems to be some operating cost.


Long Version:

I'll try to get into as much detail as possible since I still have no clue what triggered this problem. Survival Game, Resource Complexity is set to 4 types. I started out with all operating costs on, then disabled them for non-plot. Due to some issues with operating costs not being auto-paid I then disabled them all. (See here.).

I crafted the city planer consumable and used it to track stuck plots. I think that this was the point were my vanilla items started breaking, but this may be coincidence. I've noticed broken turrets, pumps and generators in almost any settlement I've visited, but many of those were placed down before I changed the settings.

So I went to Nuka World and set up a brand new settlement with four turrets and two pumps (and some plots: 1 Municipal, 1 Commercial, 2 Martial, 2 Recreational, 4 Residential, 1 Agricultural). The overlay shows upkeep (see screenshot). And almost once a day at least one of those breaks down and needs to be repaired.

There were no attacks on any of the discussed settlements. Once it even happened while I rested there. I repaired a pump, slept seven hours and the same pump was broken again.

PS: The cat insists that it did not play with the water pump.

One more thing I've noticed:

The turrets that are part of martial plots can also break down, but you can repair them with a refresh. This shouldn't even happen with non-plot operating cost enabled.

I have noticed this also. I have disabled non plot operating costs, still have plot operating cost on and have component level resources. Pumps, generators, turrets break randomly...
 
There is currently a bug in the Non Plot Operating Costs code. It is being looked at and should be fixed in a future patch.

There are 2 parts to this:
1) Non Plot Operating Costs setting does nothing except hide the vanilla item costs in the UI
2) Even when resources are available to pay costs, vanilla items randomly break
 
That may be part of the issue of caravans loosing power and going off-line. When the vanilla objects break down do you have to pay operating any costs for plots?
